No go says Cicero.

Allow mods to lock and unlock posts on their subs. Once locked a post would allow no new comments and display a prominent "Locked" flair. Locking a post would also send it's author a message with the reason the post was locked. To prevent that Reddit BS where mods lock things without giving a reason make filling in a reason mandatory. Locking one's own post however should not require a reason... for obvious reasons.

This is one of the main differences between reddit and mainchan. Removing a post on reddit is basically like locking it. It states why the post has been "removed" (still visible when going to the link, can still see comments) and it shows the rule being broken.

So on Mainchan how would a mod go about say creating an announcement post that doesn't allow replies or shutting down any further replies on a post but still allowing it be viewed?

I don't think I'd want that. Any time I've seen that done on reddit it's a way for the mod/admin team to escape criticism.
