Removed Comment GIFS (Image attachments still available) - Tenor API sunset

I removed the ability to attach GIFs to comments since I was using Tenor for this, and Tenor is closing down their.

There's alternatives for this like GIPHY, but I don't know if you guys even want that. I feel it's more like 4chan to only allow uploading your own images.
