I was watching the new video by Jauwn "NFT Games: Revisited (are we rich yet?)" till I reached the 29:15 minute mark. There it was. Hugo Legacy. That awoke ancient memories from my childhood. This thing is a old Danish interactive game TV show character. So you would call in, and control the character on screen with your phone. Two Swedish video examples:

(personal note of the first link, the video ends with the mention they are switching to Bananas in Pyjamas which I also watched around the 2000s)
Have anybody else watched similar things on TV? I was so young when this stuff was still being shown, that I could just recognize the character but none of the media or games associated with it.
