Russia did it for their overlords, China. They did it so that the US would sink billions into defending Ukraine so that in a few years when China invades Taiwan the US populace will have war exhaustion and unrest (like in EU4) and won't support defending Taiwan. The US knew this all along but the EU whined loud enough to get us to join them in support. If we had hung them out to dry they would have broke with us and we'd be the Pariah nation now.
It's no secret that all of Russia's neighbors and much of it's current ethnicities (Chechens) hate Russia. It's no secret that it's neighbors have asked to join NATO, NATO never "encroached" or went out seeking allies closer to Russia. Who tf needs Romania as an ally?
