Apparently this is an initiative by some folks who want to preserve old Soviet-era books. There's a lot of textbooks on there (mathematics, physics, etc) for those who are interested. The ones that I've checked have full versions free to download.
I'm not sure about the copyright status of this project though. Since it's free to download, perhaps it's public domain? Maybe because it's from the Soviet union, no one really cares anymore?

According to this Wikipedia article, Mir Publishers closed down in 2009 so that's probably why no one cares anymore.
It still exists. I think you misread the following part.
On a side note, even the wikipedia article has links to these ebooks.
