no, some states have gubernatorial and other elections for positions in the state government on different dates from the midterm elections (which is what i assume you're referring to). In Mississippi's case, it's three years after the president is elected instead of two like in most states.
No, what happens is that there's a list of candidates to pick with a bubble next to their name to fill-in, plus an option to write-in someone who isn't on the list. In this case I didn't like any of the guys on the list, so I wrote-in someone else.
Ended-up writing-in Chris McDaniel on the recommendation of my Dad. After looking him up when we got back, however, I kind of regretted doing so. good thing I misspelled his name.
